Canada Eyes Free Trade Pacts with Philippines, ASEAN This Year

On May 12, 2026, Canadian officials announced that they expect to conclude free trade negotiations with both the Philippines and the broader ASEAN bloc by the end of the year. This initiative is part of Prime Minister Mark Carney's strategy to enhance Canada's economic relationships beyond its primary trade partner, the United States.

Maninder Sidhu, Canada’s Minister of International Trade, emphasized the importance of engaging with the Philippines' growing middle class, which presents promising opportunities for Canadian agricultural exports. The minister noted that Canada aligns its objectives with those of the Luzon Economic Corridor, a project supported by the U.S. and Japan, reflecting a broader commitment to regional economic cooperation.

As part of this initiative, Canada has committed $2 million to support infrastructure and business investments in the Luzon corridor, demonstrating its long-term interest in establishing a presence in Southeast Asia. Proposed investment areas include data centers, logistics, and sustainable energy projects.

Past discussions regarding a Canada-ASEAN free trade agreement had begun in late 2021, with the joint commitment to diversity and security in trade gaining renewed momentum. This will not only solidify bilateral relations but also tap into the economic potential of ASEAN’s ten member states, including significant players like Indonesia and Vietnam.

A key point raised by Sidhu during discussions was Canada's interest in becoming a defense supplier to the Philippines, particularly as the latter aims to modernize its military capabilities. In 2025, Canada and the Philippines established a visiting forces agreement, which will facilitate future military cooperation.

The ongoing negotiations come at a time when Canada’s government aims to double exports outside the U.S. within a decade, targeting an increase of $300 billion in global trade. Analysts note that while the foundation for strong Canada-Philippines relations exists—underscored by historical ties and an active Filipino Canadian community—actual trade figures remain below their potential.
