Japan and the United States are discussing the construction of a new semiconductor factory as part of a broader $550 billion investment agreement, according to a report by Japan’s Nikkei business daily cited by Reuters. The proposed project would add another major element to the two countries’ efforts to expand semiconductor manufacturing capacity.

The factory is expected to require between 2 trillion yen and 3 trillion yen, equivalent to roughly $12.85 billion to $19.27 billion based on the exchange rate cited in the Reuters report. The proposed facility would focus on logic semiconductors, which are essential components in computers and many other advanced electronic systems.

GlobalFoundries is expected to operate the facility, according to Nikkei. The report did not identify its sources, and the details remain part of ongoing discussions rather than a completed construction agreement. That distinction leaves the project subject to further negotiations.

The proposal comes as semiconductor production has become increasingly important to industrial planning around the world. Demand for computing infrastructure has expanded alongside artificial intelligence, while governments and companies have sought to strengthen supply chains and reduce exposure to disruptions in major manufacturing centers.

Japan already has a substantial semiconductor ecosystem, including materials companies, equipment manufacturers and research institutions. A new large-scale facility could potentially connect those capabilities with additional production capacity, although the exact structure of the proposed project has not yet been publicly established.

The United States has also been encouraging greater domestic semiconductor manufacturing. The proposed Japan-linked facility would fit into a broader pattern of investment intended to increase chip production capacity closer to major technology markets.

GlobalFoundries itself has been expanding semiconductor capacity connected to artificial intelligence infrastructure. Reuters reported separately that the company and Marvell Technology had expanded a collaboration involving semiconductors used for high-speed optical connections in AI data centers.

The proposed Japanese-American factory would therefore arrive at a time when the semiconductor industry is balancing strong demand with the high cost and complexity of building new production facilities. Fabrication plants require substantial capital, specialized equipment, trained workers and stable supply chains before they can contribute meaningfully to production.

The broader investment agreement also gives the proposed factory a wider economic context. Rather than standing alone as a single industrial project, it would form part of a much larger framework connecting Japanese capital with U.S. infrastructure and manufacturing plans.

For now, the semiconductor factory remains a proposal under discussion, rather than a confirmed operating facility. Yet its reported scale illustrates how the global chip industry continues to reshape investment decisions, with Japan and the United States examining how production capacity can evolve alongside the growing demands of the digital economy.
