For years, Lebanese banks have stood amid a drastically changing economic landscape. Savings that once felt secure have turned into funds that are difficult to access, while the financial system has slowly lost the foundations that supported it.

Now, a legislative move signals that change is beginning to be attempted from within the system itself. The International Monetary Fund, or IMF, has welcomed changes to Lebanon's bank resolution law as a significant step in addressing the financial crisis that has persisted since 2019.

The Lebanese Parliament has passed these changes as part of broader reforms. The amendments touch upon the governance of the Central Bank and the authority of the Higher Banking Commission, which plays a role in the banking resolution process.

For the IMF, updating the legal framework is a crucial part before Lebanon can move further in discussions regarding financial support. Banking reform has become a primary concern as the sector has been at the center of Lebanon's economic issues for several years.

The crisis that began in 2019 has left a profound impact. The Lebanese currency has lost more than 90 percent of its value, while banks have imposed restrictions on withdrawals and access to dollar accounts. This situation has left many depositors unable to access their savings as they once could.

Therefore, legal changes are not just a technical matter within financial institutions. Behind every regulation are accounts, companies, families, and economic lives that have been waiting for certainty regarding the fate of their funds for years.

The IMF views these changes as progress, but there are still stages to be navigated. The law requires presidential approval and may face legal challenges in the Constitutional Council before it can be fully implemented.

Implementation is as important as the passage of the law. The IMF emphasizes the need for effective application of the new framework and its alignment with international standards. In other words, changes on paper will only have meaning when they can truly be applied within the banking system.

Lebanon's economic losses are also substantial. Economic estimates suggest that the losses from the financial crisis are even greater than the US$70 billion reported by the government in 2022. Regional conflicts have further added pressure, with damages estimated at around US$7 billion.

Amid these large figures, the ultimate goal remains simple: to rebuild trust in the financial system. The road to that goal is likely not short, but the regulatory changes provide a new starting point for Lebanon.

Ultimately, Lebanon's banking reform is not just about changing articles and institutional authorities. It is a slow effort to reopen doors that have been closed for years to some depositors, companies, and economic activities. From the halls of parliament to the accounts of the public, the journey toward recovery is still long, but a new framework is beginning to take shape.
