There is a long distance between a garment leaving a factory and a company appearing on a stock exchange. For Shein, that distance has stretched across several years, markets, and changing investor expectations. Now, Hong Kong is becoming the latest point on that journey.

Shein’s Hong Kong initial public offering has received enough investor orders to fully cover its planned offering of up to $1.8 billion, according to two sources cited by Reuters. The company launched the share sale on August 24, moving closer to a long-awaited public debut.

The offering values Shein at as much as $27 billion, depending on the final share price. The company is selling 280 million shares at between HK$47.60 and HK$49.50 each, with trading scheduled to begin on the Hong Kong Stock Exchange on September 1, according to its filings.

That valuation carries a different atmosphere from the one surrounding Shein several years ago. In 2022, the company reached a private-market valuation of almost $100 billion. The Hong Kong offering therefore represents a valuation roughly 70% below that earlier peak, reflecting a substantially changed market environment.

Investor demand nevertheless appears strong enough to cover the planned offering. Orders have reportedly come from existing shareholders, China-focused funds, and multi-strategy investors. Cornerstone investors are also participating, providing an early indication of institutional interest in the listing.

Shein’s story has been built largely around speed. Its business model connects manufacturers with consumers through a digital platform, allowing the company to introduce and sell large numbers of fashion products across international markets. That model helped it grow rapidly, particularly among younger online shoppers.

But the same international reach has brought greater scrutiny. The company has faced regulatory and reputational challenges in major markets, including investigations and penalties related to consumer and business practices. These pressures have become part of the background against which investors now assess the company's future growth.

The Hong Kong listing also follows earlier attempts to enter public markets elsewhere. Shein had previously explored listings in New York and London before turning toward Hong Kong. The current offering therefore represents not simply a financial transaction but another stage in the company's effort to establish a lasting public-market identity.

For investors, the lower valuation creates a different calculation from the one surrounding Shein during its private-market peak. The company must demonstrate that its global customer base and digital retail model can continue generating growth while it manages regulatory costs, changing trade conditions, and intense competition.

The final IPO price is expected to be announced before trading begins. Until then, the fully covered order book provides an early measure of investor appetite, while the lower valuation reminds the market that Shein's journey from a private technology-fashion success story to a public company has taken place under very different conditions.
