The rhythm of a factory is often difficult to hear from the outside. Behind closed doors, however, every order, shipment and production schedule tells part of a larger economic story. In France, July brought a small improvement in that rhythm, with private-sector contraction easing as services activity recovered. Yet manufacturing remained close to the dividing line between expansion and contraction, leaving the overall picture carefully balanced.

The S&P Global flash France Composite Output Index rose to 49.6 in July from 47.2 in June. Although the reading remained below 50, the improvement indicated that the pace of private-sector contraction had slowed considerably. The result was also stronger than the Reuters poll forecast of 47.8, suggesting that economic activity had performed somewhat better than analysts had expected during the month.

Services provided much of that improvement. The services business activity index increased to 49.8 from 46.8 in June, moving close to the threshold that separates expansion from contraction. The improvement reflected a better performance from an important part of the French economy, where restaurants, hotels, professional services and other businesses depend heavily on household demand and commercial activity.

Manufacturing, however, moved in the opposite direction. The manufacturing PMI fell to 50.0 from 51.2 in June. A reading of exactly 50 indicates a broadly stable level of activity rather than clear expansion or contraction. The result therefore suggested that factories had lost some of the momentum they had gained during the previous month, even as the broader private sector became less weak.

The July figures arrived after France's economy returned to growth during the second quarter. INSEE reported that GDP expanded 0.2% from April through June after contracting 0.1% during the first quarter. Household spending and exports supported the expansion, providing a more encouraging backdrop for businesses as the summer progressed.

Business confidence also improved during July. INSEE's business climate indicator reached 97, its highest level in four months, although it remained below the long-term average of 100. Manufacturing confidence improved, while retailers reported a stronger assessment of the outlook. The combination suggested that businesses were becoming somewhat more comfortable with the economic environment even though actual activity remained subdued.

The path forward remained complicated by costs. Businesses continued to face elevated borrowing expenses and uncertainty surrounding energy markets. For manufacturers especially, energy and materials form part of the foundation on which production decisions are made. A change in those costs can influence whether companies expand output, delay investment or wait for stronger orders.

France's position also reflects a wider European pattern. Euro zone factory output accelerated in July, reaching its strongest pace in almost four and a half years. Yet the improvement was driven partly by companies clearing existing order backlogs rather than by stronger new demand. That distinction matters because production can rise temporarily even when the flow of new orders remains weak.

For France, July therefore offered neither a clear return to expansion nor a deepening downturn. Instead, the data described an economy moving slowly away from the weakness of June, with services improving while manufacturing remained almost perfectly balanced on the 50-point threshold. As summer moves forward, French companies remain dependent on the strength of domestic spending, new orders and wider European demand. The latest figures show that contraction has eased, but a durable recovery has yet to fully emerge.
