In its advisory process, the ethics committee seeks to balance the benefit of “real-world experience” brought by citizen legislators with the need to avoid situations where lawmaking authority and paid roles in government might blur. Ethics counsel have said that members should seek committee input before accepting such employment to avoid misunderstandings.

Watson’s advisory work had included helping to prepare administrative leadership for the new school year in Prince George’s County — a district that, in recent months, has navigated a leadership transition and experienced its own set of challenges, from superintendent turnover to teacher union concerns.
