Canada and the European Union are preparing a package to deepen cooperation on digital security, defence and critical resources, according to a draft statement before an Oct. 29–30 summit in Montreal. Proposals include letting Canadian firms bid on EU cloud and artificial-intelligence infrastructure contracts, opening talks on joining Galileo, and facilitating European Investment Bank investment in Canadian critical minerals. The document proposes buying 50 De Havilland water bombers for wildfire response by 2030. The draft may still change before leaders meet.
