Across Tokyo’s Financial Infrastructure, Blockchain Opens a Quiet Path Toward Real-Time Market Settlement

Financial markets often move at the speed of a fingertip, yet the final movement of money and securities can still take time. In Japan, that distance may eventually become shorter as authorities and financial institutions examine whether blockchain can bring transactions closer to real-time settlement.

Japan is planning to study a blockchain-based payment infrastructure that could enable instant settlement of stock and Japanese government bond transactions, according to a Nikkei report cited by Reuters. A study group involving financial authorities, the Bank of Japan, and financial institutions is expected to begin work during the summer of 2026.

The proposal addresses a familiar feature of modern financial markets. Japanese stock transactions currently settle two business days after trading, while government bond transactions settle on the following day. A real-time system could reduce that waiting period substantially.

Blockchain is being considered because it can maintain a shared digital record of transactions among participants. Instead of relying on separate databases that must later be reconciled, a distributed ledger can allow authorized participants to work from synchronized information.

The practical benefits could extend beyond speed. Faster settlement can reduce the period during which buyers and sellers remain exposed to settlement risk. It can also allow investors to reinvest proceeds more quickly, potentially improving the flow of capital through financial markets.

Japan is not considering the technology in isolation. Financial institutions around the world have been experimenting with tokenized securities, digital settlement systems, and blockchain-based payment infrastructure. The broader movement reflects an attempt to modernize financial systems that were designed before transactions became almost entirely electronic.

For Tokyo, the potential system could eventually cover more than domestic stock and government bond transactions. Reuters reported that the infrastructure may also be expanded to support international remittances, creating another possible connection between domestic financial modernization and cross-border payments.

But building such infrastructure requires more than choosing a technology. Regulators and financial institutions must determine how the system would be governed, which agencies would be responsible, how participants would connect, and how security and resilience would be maintained.

The proposed study group is expected to develop a roadmap by early 2027. If the project proceeds, the system could potentially become operational in the early 2030s. That timeline illustrates the careful pace of financial infrastructure projects: even when the technology moves quickly, the institutions surrounding it often require years of preparation.

For now, Japan is still at the planning stage. Yet the idea of real-time settlement offers a glimpse of how Tokyo’s financial infrastructure could evolve, shortening the interval between a transaction being agreed and the underlying assets finally changing hands.
