While the text of the agreement reflects a significant shift in Syria’s internal balance, it also includes provisions aimed at easing Kurdish concerns, such as recognizing some administrative structures in the al‑Hasakah governorate and offering pathways for political participation within the central state. Some observers note these provisions are meant to encourage cooperation and mitigate fears of marginalization.

Reactions have been mixed. In parts of Raqqa and other liberated cities, some residents welcomed the ceasefire as a quieter alternative to combat, with reports of cautious optimism on the streets. At the same time, leaders within the Kurdish movement have highlighted uncertainties about implementation and the future of the SDF’s autonomy.

International actors have also weighed in. The United States, a longtime backer of the SDF in the fight against the Islamic State group, described the agreement as a potential step toward broader negotiation and cooperation aimed at stabilizing parts of Syria. Regional governments have responded with guarded optimism, emphasizing the importance of careful implementation and respect for local rights.

The ceasefire marks one of the most significant developments in Syria’s nearly 15 years of conflict, offering a moment of relative calm after renewed clashes. Whether it holds and leads to sustained peace or merely pauses the cycle of violence will depend on how the agreement is carried out on the ground, and how both sides — with international partners watching — manage the complex process of transition that lies ahead.
