As the transaction settles into the broader market, the $3.25 billion raised becomes another entry in Saudi Arabia’s evolving relationship with international investors. The larger figure—more than $15 billion in orders—perhaps tells the quieter story: when Riyadh opened the door to global debt investors, there was a considerable crowd waiting outside.
