Despite these efforts, recovery has been uneven, dependent on local temperatures and the speed at which conditions improve.

As forecasts suggest further cold weather in some areas, the focus remains on restoration rather than blame. Winter, after all, arrives without intent. It simply asserts its presence, reminding even the most carefully timed systems of their limits.

According to transport authorities, services are expected to resume gradually as conditions stabilize and clearing operations continue.
