Across Cambodia’s Digital Gateways, Small Businesses Move Toward a More Connected Government Service Landscape

For a small business owner, the beginning of a company can sometimes feel like a journey through several doors. Registration sits in one place, licensing in another, taxation somewhere else, and each institution may ask for information that has already been provided. Cambodia is now attempting to bring some of those doors closer together through a national digital exchange.

The Digital Economy and Business Committee plans to complete the integration of fundamental services for micro, small, and medium-sized enterprises into the Cambodia Data Exchange, known as CamDX, by the end of September 2026. The target was reviewed during a working group meeting in Phnom Penh this week.

CamDX functions as a digital infrastructure connecting government systems and participating private institutions. One of its central applications is an online business registration platform that brings several information systems together, allowing businesses to register and obtain relevant operating licenses through a connected portal.

The current ecosystem includes 32 public-sector members and 55 private institutions. Participants include the Ministry of Commerce, the General Department of Taxation, the Ministry of Labour and Vocational Training, and several other government bodies involved in areas that businesses commonly encounter during their operations.

For MSMEs, the significance lies in the possibility of reducing the distance between separate administrative systems. Instead of treating each government service as an isolated destination, connected infrastructure can allow information to move between authorized institutions while maintaining controls over data ownership and security.

The system is already operating on a considerable scale. CamDX has processed more than 117 million transactions since its launch in 2020, according to reports on the latest integration effort. It supports systems including E-Services for Business, E-Invoicing, social protection services, and customs-related digital infrastructure.

The next stage could bring additional forms of information together. Cambodia’s Ministry of Interior is seeking to enable identity-card data verification through CamDX, while the Council for the Development of Cambodia is looking at integrating investment data with company registration information.

Such connections can make a government platform more than a collection of online forms. When properly integrated, a digital system can allow information to follow a business through different administrative stages instead of requiring entrepreneurs to repeatedly reconstruct the same details. The practical effect, however, depends on how reliably those connections operate in everyday use.

The September deadline now places the remaining work within a clearly defined period. Cambodia is seeking 100 percent integration of the fundamental MSME services by the end of the month, continuing a broader transition toward digital government and more connected public-private data infrastructure.
