Above the atmosphere, communication networks are becoming an increasingly important part of modern infrastructure. Satellites connect places separated by oceans and borders, carrying information across distances that traditional terrestrial networks cannot always reach.
France and the European Union are now advancing IRIS², a European satellite communications project designed to provide secure connectivity while reducing dependence on non-European providers. The planned constellation is expected to include 348 satellites.
The project combines satellites in different orbits. According to Le Monde, 330 satellites are planned for low Earth orbit at around 1,200 kilometers above the surface, while another 18 will operate in medium Earth orbit at approximately 8,000 kilometers.
IRIS² is intended to support several types of users. These include government communications, civil protection, emergency management, security services, and commercial customers.
The project is also part of a broader European effort to strengthen satellite communications infrastructure. Existing commercial constellations have demonstrated how quickly space-based connectivity can become an important part of communications networks.
For France, the development has a particular industrial dimension. Contracts connected to the constellation involve companies including Airbus Defence and Space and Thales Alenia Space, linking the satellite program to European manufacturing and aerospace expertise.
The technical challenge is substantial. Building hundreds of satellites requires coordination across spacecraft manufacturing, communications equipment, launch services, ground infrastructure, software, and network management.
The project has also experienced delays and obstacles since its creation by the European Commission in 2022. The September 2026 international space summit in Paris brought renewed support for moving the program forward.
Le Monde reported that deployment of the constellation is expected to begin in 2029. That timetable places the project several years away from becoming a fully established network, leaving considerable work ahead in manufacturing, launches, testing, and integration.
The significance of IRIS² therefore extends beyond individual satellites. It represents an effort to build a European communications layer in space, connecting infrastructure on the ground with a network orbiting hundreds or thousands of kilometers above it.
For France and its European partners, the coming years will determine how effectively that ambition can be translated into functioning infrastructure. For now, IRIS² remains a project under construction, but its planned constellation already reflects how central space-based communications have become to Europe's technological landscape.
