A Small Step at the Pump, and the Question of What Comes Next

There is a particular kind of relief that arrives at the gas pump—small, incremental, measured in cents rather than dollars, but nonetheless felt by families watching the numbers climb. On Friday, Governor Josh Stein signed House Bill 3 into law, suspending North Carolina's 41-cent-per-gallon gas tax through November 30, in what he described as a "small step forward" for a state where the cost of living has grown increasingly burdensome .

The measure passed nearly unanimously—111-1 in the House and 41-0 in the Senate—during a special session called by Republican leaders . The law took effect Saturday, but officials cautioned that prices at the pump may not fall immediately. Gas stations are permitted to recoup the taxes they have already paid on fuel sitting in their storage tanks, so the reduction will arrive gradually as those tanks are refilled .

The relief may also be less than the full 41 cents. House Speaker Destin Hall, a Republican, told reporters the price break would likely be closer to 30 cents per gallon based on other states' experiences with gas tax holidays . The estimated cost of the suspension is $362.3 million, with lawmakers taking money from state reserves to backfill the revenue loss for the Department of Transportation, ensuring highway funding remains intact .

At the signing ceremony in Fairview, at the farm of Democratic congressional candidate Jamie Ager, Stein framed the measure as necessary but incomplete. "Rising grocery, utility, and gas prices are making the costs too high for people across our state," he said. "I am signing this bill to keep more money in people's wallets, but this temporary relief is just one step. I remain committed to continuing to work with anyone who wants to make everyday living more affordable all year long—not just during election season" .

The suspension also extends a waiver allowing farmers to use red-dyed diesel on highways through the end of the year, a measure Stein had previously enacted by executive order to help farmers get crops to market more cheaply .

Gas prices in North Carolina have risen sharply in recent months, driven in part by the U.S.-Israel war with Iran. The average price for regular gas on Friday was $4.09 to $4.11 per gallon, about $1.21 more than a year ago . Diesel reached record highs in late September . The state's motor fuel tax rate of 41 cents per gallon was the highest in state history for 2026 .

Republican legislative leaders said they will monitor gas prices when they return in mid-November to determine whether to extend the pause . For now, the relief is temporary, and the question of what comes next remains open.
