A new bridge opens, and an old relationship adjusts its arithmetic

There is a bridge at the edge of Dandong that carries more than trucks. It carries the quiet arithmetic of survival—the goods, the fuel, the foreign currency that keep a neighbor afloat. On the Chinese side, the city hums with ordinary commerce. On the other side, a country exists in a state of perpetual exception, sealed off from much of the world by sanctions and suspicion. Between them, a relationship persists that is neither friendship nor mere transaction, but something older and more complicated.

China accounts for roughly 95 percent of North Korea's official trade, and much of it crosses the old, single-lane bridge over the Yalu River that connects Dandong to the North Korean city of Sinuiju . Every day, people gather along the Dandong waterfront to watch trucks rumble across, peering through binoculars and phone cameras at the buildings and apartment blocks on the far bank . This week, the two countries opened a new four-lane crossing—a bridge China financed and built in 2014, but whose opening North Korea had indefinitely delayed as relations cooled over China's support for UN sanctions .

The new bridge is a symbol of a thaw. Chinese Premier Li Qiang said in a video message played at the opening ceremony that bilateral relations are "entering a new stage, opening a new chapter" . For Dandong residents, the moment was cause for celebration. "North Korea is a neighboring country; protecting them is helping us, and their security is our security," one bystander, identified only as Ms. Zhang, told a reporter .

But beneath the ceremony lies a more delicate reality. North Korean workers are present in Dandong, though their employment is technically prohibited under a 2017 UN Security Council resolution . In restaurants across the city, North Korean women serve menus printed in Korean, sing songs from the homeland, and return each night to dormitories they rarely leave. A report last year estimated that between 20,000 and 70,000 North Korean laborers are working in China . China's foreign ministry has been contacted for comment and has not responded publicly to the estimate.

The relationship has its own geopolitics. North Korea has grown closer to Russia in recent years, sending troops and weapons to support Moscow's war in Ukraine, and last month opened its first road bridge to Russia . Dr. Sow Keat Tok of the University of Melbourne's Asia Institute suggested that Pyongyang is now balancing Beijing and Moscow against each other. "North Korea is using its relationships with Beijing and Moscow to hedge," he said . For China, the new bridge represents a chance to reassert economic influence after a decade of distance—"back in the game," as Tok put it, though he expects the shift to be gradual .

For the people of Dandong, the bridge is also a source of ordinary pride. Tourists queued at its base to take selfies with the structure. One man, identified as Mr. Yang, smiled and offered a sentiment that would have been unremarkable a decade ago but carries more weight now: "Long live China-North Korea friendship" .

The trucks will keep crossing. The restaurants will keep serving. And the bridge, old and new, will continue to carry what cannot be said aloud: that a hermit kingdom survives, in part, because its neighbor has decided that survival is in its interest.
