A Constitution Without Consequences, Signed in the White House

There is a particular kind of promise that arrives without enforcement, a document that speaks of responsibility and safety but leaves the question of consequence unanswered. On Tuesday, President Donald Trump stood in the White House flanked by the leaders of the largest artificial intelligence companies in America and signed what he called a "morally binding" accord on AI safety. It is just over 300 words long. It contains no penalties for failure. And it asks the companies to police themselves.

The document, titled "White House Accord on Super Intelligence: Joint Commitment on Frontier Responsibilities," was signed by Trump, Meta CEO Mark Zuckerberg, SpaceX and Tesla CEO Elon Musk, Anthropic CEO Dario Amodei, Google CEO Sundar Pichai, Nvidia CEO Jensen Huang, and OpenAI President Greg Brockman . Trump described it as "almost like a constitution, in a way" and said the companies "will monitor themselves" .

The accord outlines four layers of controls and audits. Companies commit to implementing robust internal controls to monitor their models for cybersecurity, biosecurity, and chemical threats. They agree to empower internal teams to ensure those controls are working, to partner with independent external auditors for assessments, and to designate an independent board committee to oversee the process and receive reports . The document notes that "over time, it may make sense to codify these steps into laws or regulations," but the commitments remain voluntary for now .

The agreement comes after years of warnings from within the AI industry itself about the risks of rapid, unregulated development. Zuckerberg described it as "a start." Pichai called it "historic and consequential." Amodei said it was a way "to win safely" . Trump said he sees "tremendous self-policing" among the companies and that they understand they have to regulate themselves .

But experts were quick to note what the accord does not do. Kimberlee Weatherall, a law professor at the University of Sydney, said the accord lets companies "define what counts as safety" and called it "deeply unimpressive." Jeannie Paterson of the University of Melbourne warned that self-regulation could mean "only minimal safeguards" . The document sets no consequences for breaches and leaves the standards themselves to be determined by the companies through regular meetings .

The White House also announced that Trump plans to name an "AI czar" in the coming days and that the AI leaders discussed forming a 10-person committee to "watch over the enterprise" . The accord itself is a statement of principles, not a regulatory framework. Whether it becomes something more will depend on whether voluntary commitments hold when the incentives to move fast are as powerful as they are in the race for artificial intelligence.
