The tragedy occurred at the multi-billion-dollar Amur Gas Chemical Complex (AGCC), a major joint venture between Russian petrochemical giant Sibur and China's state-owned Sinopec. Built near the town of Svobodny, the high-profile plant was undergoing final testing and preparation ahead of planned operations when an explosion detonated in a support section of a pyrolysis unit. The blast triggered a heavy fire that rapidly swept through surrounding work areas, sending shockwaves through the under-construction industrial hub.

First responders and specialized firefighting crews rushed to the scene to extinguish the primary blaze and initiate a controlled burn of remaining industrial gases. While emergency teams managed to prevent damage to the facility's core processing equipment, the human toll was severe. Over 150 workers received treatment for injuries ranging from burns to concussions, with 36 individuals hospitalized in serious condition and emergency aircraft deployed to transport critically injured victims to specialized regional hospitals.

Russia's Investigative Committee has launched a formal criminal probe to determine whether safety violations led to the deadly incident. Regional authorities confirmed that air quality monitoring near the plant shows no signs of toxic chemical contamination and assured nearby residents that there is no ongoing environmental threat. Both Russian and Chinese officials have pledged a joint review into site safety standards, as search-and-rescue teams continue to sift through the debris for the missing personnel.

The incident marks a major setback for one of the largest Sino-Russian energy collaboration projects, which was slated to become one of the world's largest polymer production facilities. Industry analysts expect the damage to delay the complex's full commercial commissioning, while Chinese diplomatic representatives have arrived on-site to assist surviving workers, coordinate medical care, and work alongside local authorities in handling repatriation procedures for the deceased.
