Opponents of the EU’s “chat control” framework say the proposal has resurfaced through renewed political momentum led by European Parliament President Roberta Metsola, even after the measure was rejected more than once by lawmakers and faced strong resistance from civil society, legal experts, and privacy advocates.

The central concern is that the approach would force certain messaging and communications services to use scanning or detection measures that could intercept or analyze private communications for prohibited content, particularly involving child sexual abuse material. Critics argue the strategy shifts the balance away from encryption and user confidentiality and toward broad monitoring, creating risks of overreach and misuse.

Campaigners also frame the renewed push as a governance issue. They contend that reviving a previously defeated policy reflects an attempt to override the will of the Parliament and voters rather than returning to a fresh, broadly supported legislative path.
