UN High Commissioner for Human Rights Volker Turk has urged Pakistan to launch prompt, thorough and impartial investigations into deaths linked to unrest in Pakistan-administered Kashmir. He said investigations should cover both protesters and security-force personnel. The clashes began after a banned group, the Joint Awami Action Committee, pressed protests amid tensions ahead of regional elections on July 27. At least 31 people were reported killed in clashes since last month, and UN officials expressed concern about anti-terror measures and internet restrictions.
