Tusk said he had received “positive signals” from both current and former Ukrainian officials, including former President Viktor Yushchenko, but stressed that Warsaw still wants a clear, confident signal from Kyiv.
He tied that expectation to Ukraine’s handling of an issue that triggered the rupture: Zelenskyy’s decision that prompted the dispute over the honorary title linked to the Ukrainian Insurgent Army (UPA) and the “White Eagle” decoration. Tusk said it would be “good to hear” that signal clearly, and indicated that Poland wants action from Ukraine following the decision he described as unfortunate.
The reporting also notes that Polish Foreign Minister Radosław Sikorski met Ukraine’s foreign minister, Andrii Sybiha, on 3 July—described as the first movement between the governments—while Tusk’s comments came the following day.
