SURIGAO CITY, Philippines — Authorities have successfully dismantled a major unauthorized gold mining operation in Surigao del Norte, resulting in the arrest of four individuals and the confiscation of heavy machinery and mineral ore valued at approximately ₱9.5 million.
The coordinated strike took place at approximately 5:36 p.m. on Monday, July 27, 2026 in the remote enclave of Sitio Bedrock, located within Barangay Mabini, Surigao City.
The multi-agency crackdown was spearheaded by operatives from the Criminal Investigation and Detection Group (CIDG) Surigao del Norte Provincial Field Unit. They acted in close coordination with representatives from the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR) Region XIII, alongside local units of the Surigao City Police Station.
Law enforcement encountered four male suspects of legal age actively conducting mining and ore-processing activities inside the perimeter. When pressed by investigators, the men failed to yield any valid mining permits, mineral processing permits, or state authorization permitting them to extract resources from the area.
Without the requisite legal framework, the entire enterprise was declared entirely illicit, and the four individuals were promptly arrested for violating Republic Act No. 7942, famously known as the Philippine Mining Act of 1995.
The joint forces successfully seized a massive cache of extraction tools and heavy machinery being utilized at the site. The impounded inventory includes two large backhoes, professional sluice matting, specialized metal hoses, slurry pipes, and an industrial water pump alongside miscellaneous processing gear. Additionally, authorities confiscated eight sacks of suspected gold ore, the exact mineral volume and market value of which are still undergoing official laboratory determination.
The total combined value of the seized equipment alone has been securely pinned at an estimated ₱9.5 million.
In a statement detailing the bust, CIDG Director PMGEN Robert A.A. Morico II reiterated the strict boundary lines governing state resources, emphasizing that all minerals located on both public and private lands belong explicitly to the State.
Morico issued a stern warning regarding the steep hidden costs of unregulated extraction practices, noting that back-alley mining syndicates entirely bypass state-mandated environmental impact assessments and rehabilitation protocols. Unregulated operations often leave behind heavily silted rivers, severe soil erosion, toxic water contamination, and a drastically heightened risk of sudden landslides or flash floods for nearby communities.
The successful raid was carried out under the banner of Oplan Kalikasan, the CIDG’s targeted nationwide operational campaign aimed at aggressively rooting out environmental crimes. The four suspects remain in custody while formal charges are finalized for court filing.
