The United Nations estimates that more than 16,000 civilians detained by Russia during the war in Ukraine are still being deprived of their liberty. UN human rights officials said many are held incommunicado and on grounds that do not comply with international law, describing “widespread and systematic torture and ill-treatment,” including sexual violence.
