PAGADIAN CITY, ZAMBOANGA DEL SUR — In a major embarrassment for the law enforcement community, an active police officer assigned to the Philippine National Police (PNP) headquarters at Camp Crame in Quezon City was arrested after smuggling a massive haul of contraband cigarettes through a local checkpoint.
The Sunday, July 12, 2026, bust has triggered swift internal cleansing protocols within the police force, with top officials promising zero tolerance for rogue personnel.
The arrest unfolded along the national highway in Barangay Tiguma, Pagadian City, where intelligence personnel from the Pagadian City Police Station had established a tactical checkpoint. Officers had reportedly received a tip-off regarding an illicit shipment of cigarettes moving through the area.
When the suspect's vehicle approached the PNP Community Police Assistance Center (COMPAC) checkpoint, the driver attempted to bypass inspection. However, alert security personnel flagged down the vehicle.
A subsequent search of the compartment uncovered 251 reams of imported "New Berlin" brand cigarettes. The Bureau of Customs (BOC) and police investigators estimated the street value of the seized contraband at ₱1.285 million.
The officer, whose identity is currently being withheld by authorities pending formal charges, was immediately taken into custody. The confiscated vehicle and contraband were turned over to the Bureau of Customs for inventory and proper disposition.
PNP Chief Police General Jose Melencio Nartatez Jr. reacted swiftly to the development, instructing immediate administrative and criminal proceedings against the erring officer. The suspect is currently held under restrictive custody.
"The arrest demonstrates that no one is above the law," General Nartatez said in a statement. "We will ensure a thorough, impartial investigation, and if the evidence warrants, the concerned personnel will face both administrative and criminal charges."
The National Police Commission – Region 9 (Napolcom-9) has also stepped in to monitor the case. Atty. Pablito Abad Jr., Napolcom-9 regional director, emphasized the commission's constitutional mandate to enforce discipline among the police ranks.
"Napolcom-9 fully supports initiatives that promote transparency, accountability, and ethical conduct in the police service," Abad stated, assuring the public that the oversight body is closely watching the case to guarantee an impartial investigation.
The incident comes amidst a broader directive from President Ferdinand Marcos Jr. and Interior Secretary Jonvic Remulla to step up border control operations and crack down heavily on smuggling networks across the archipelago. If convicted, the arrested officer faces summary dismissal from the service alongside heavy criminal penalties for smuggling.
