Israel’s military has concluded that soldiers involved in the Gaza strike that killed World Central Kitchen aid worker Zomi Frankcom and six colleagues will not face criminal charges.

The strike, which occurred in April 2024, targeted a convoy traveling through Gaza after the aid workers had delivered food and other humanitarian assistance. The victims included Frankcom, a dual Australian-British national, along with aid workers from Poland, the United Kingdom, Palestine, the United States and Canada.

An investigation by the Israel Defense Forces found that the attack resulted from serious errors, including failures in identifying the convoy and communicating its movements. Israeli officials said commanders mistakenly believed Hamas operatives were traveling with the vehicles.

Although the military acknowledged that the strike violated operational procedures, it determined that the conduct did not meet the threshold for criminal prosecution. Two officers were dismissed, while three others received formal reprimands.

World Central Kitchen criticized the decision, arguing that the findings failed to provide meaningful accountability and placed responsibility primarily on individual soldiers rather than addressing broader failures in the military’s targeting system.

The Australian government had also called for accountability and an independent examination of the circumstances surrounding Frankcom’s death. The decision not to pursue criminal charges has renewed debate over the adequacy of military investigations into civilian and humanitarian casualties in Gaza.
