In a recent interview with Der Spiegel, Kaja Kallas, the High Representative of the Union for Foreign Affairs and Security Policy, emphasized that Russia has reached a “deadlock” in its war efforts against Ukraine. She noted that Moscow's recent threats, including actions taken against foreign diplomats in Kyiv, are attempts to instill fear, and serve to highlight their overall weakness.
Kallas pointed out that the dynamics of the conflict are shifting in Ukraine's favor, with estimates suggesting that Russia is suffering about 35,000 casualties each month. In her view, these figures indicate that Russia cannot sustain its military campaign over the long term. “Russia is falling behind militarily, economically and diplomatically,” she said.
Moreover, Kallas warned against discussions focusing on who should represent Europe in potential peace negotiations with Russia. She described such debates as a trap designed by Moscow to divert attention from substantive discussions about peace. Kallas firmly stated, “Let’s not walk into that trap,” asserting that it is crucial for Europe to define its own terms and demands rather than allowing Russia to shape the narrative.
She further emphasized the need for Russia to cease military operations before any productive negotiations can take place, remarking, “Above all, he must stop the war.” Kallas criticized the prevailing emphasis on Ukrainian concessions while maintaining that Russia is the root of the issue, with no credible indications that Moscow is genuinely interested in pursuing peace.
Kallas's remarks come amid ongoing discussions among EU foreign ministers regarding a strategic approach to future negotiations with Russia. She reiterated that “for peace, Russia and Ukraine must come to the negotiating table," stressing that Europe has an important role to play in determining the outcomes of any such discussions.
