REYNOLDS COUNTY, Mo. — A historic, 1-in-1,000-year rainfall event transformed the Ozark Mountains of southeast Missouri into a disaster zone between Thursday night and Friday morning, July 10, 2026. A relentless train of thunderstorms dumped a staggering 6 to 12 inches of rain in a matter of hours, causing the Black River and surrounding tributaries to burst their banks and trigger a catastrophic Flash Flood Emergency.

Further downstream, conditions turned highly perilous at the Bearcat Getaway Campground. A group of roughly 20 to 30 people sought refuge on the roof of a campground building, only for the structure to collapse under the pressure of the raging current. Miraculously, local rescue teams and personnel from Missouri Task Force 1 pulled the stranded individuals to safety.

"This is the highest that the water's ever been, and I've lived here since 1979—so almost 50 years," said local resident Joann Franklin, who had to be rescued from her roof alongside her husband and pets. The fast-moving currents proved hazardous even for first responders; two rescue boats capsized during operation, though all safety crew members were safely recovered downstream.

Missouri Governor Mike Kehoe officially declared a State of Emergency for the flood-stricken counties to streamline resources and expedite emergency assistance. In addition to local sheriffs' departments and the Highway Patrol, the state activated Missouri Task Force 1—an elite Urban Search and Rescue team—which executed well over 100 individual rescues.

The National Weather Service (NWS) office in St. Louis characterized the situation as a "particularly dangerous situation," reporting that the Black River near Annapolis surged past its flood stage to crest at a record level of over 28 feet.

By Friday evening, officials confirmed that while hundreds had been successfully saved from campsites and vehicles, the region remained deeply fractured. Innumerable state and local roads were completely washed out or choked with heavy debris and fallen trees, severing access to isolated riverfront communities.

Emergency management personnel have urged the public to stay clear of the area, warning that just 12 inches of rushing water can easily sweep a vehicle off the road. Search and rescue operations are expected to continue through the weekend as teams systematically clear flood zones to verify the safety of all rural residents.
